Create report storage handler

Create database table for logging reports, and storage handler class for inserting, retrieving, and cleaning up reports.

Table columns:
- Reporting endpoint
- Report type (e.g. csp, deprecation, intervention, crash, hpkp, nel)
- URL
- User Agent
- Data
- timestamp
