Use Drupal Attachments Collector - if provided by Core

Chicken-Egg situation:

- https://www.drupal.org/node/2754245#comment-11397739 is a great way to make render_cache more useful
- Without trying it in the wild, its impossible to tell if it will fix the use cases I had over the years

So lets add support for the core patch and make this much more useful.
