Allow altering the timeline actions [#3319335]

I have a lot of Create activities which are unpublished, either because signature could not be verified, or the followee check failed.

Expose that channel via a setting so I can check a bit on those.
And add a status argument to the activitypub:delete-activities command too.

Best one, but it's probably not the best as we'll have to add an alter somewhere too, but that's for another time.
