Ensure a non-null plugin ID [#3581647]

This started as a problem in PHP 8.5. I think, but not sure, that is a core issue and I've opened #3581628: [PHP 8.5] Plugin manager with fallback when the plugin ID is null. But we don't know if it will be considered a core bug. Fixing here is also an option and doesn't hurt
