My development server has PHP5 but the production PHP 4.3.11

On the production server, the random block doesn't display with an unauthenticated user :(

Works fine with authenticated. There are no permissions settings available.

Ah sorry, my mistake, I have only aggregator feeds as blocks, and these don't seem to work in PHP 4 -- http://drupal.org/project/aggregation. Other random blocks do shown.
