Make rules exportable

Though querypath and also this module has been stopped development for more then 2 years. I still find it is handy and useful and am using this in my project. I am working in a large site and all configuration have to be written in code. Instead of writing update script, I would prefer writing configuration into hook function. It would be easy to implemented with ctools export plugins.

Please let me know if you are welcome any patch for this feature :)
