I'd like to assign myself to issues but it appears I can't. I think it's because of this module, but I'm not sure.

You should be able to assign issues to yourself as long as you don't exceed the threshold. I do think it makes sense to allow users to override their own issue limit when assigning issues to themselves though.

The patch attached adds a checkbox to Project Issue Availability's settings page that allows users to override their issue limit when assigning issues to themselves.

Not really a bug though: project issue availability just respects the issue limit set for a given user.
