uncheck "Provide a separate page for editing profiles." Then you've got one tab button on the upper right for each profile type in the user/X/edit page
If "Provide a separate page for editing profiles." I don't know, I think that's a currently unavailable feature.
But you've got a separate page for each profile that you can access through the user menu and a straightforward url like www.example.com/profile-main - only available for the current logged in user.

CharlieCastle commentedI'm a newbie so forgive me if I'm missing something.
I think the instructions you gave are for manipulating the user profile forms BUT not for modifying the data for a particular user.
For example, say I, as the admin, need to change the phone number for a user. I'm not that user so I can't directly access his profile. But is there another way for the admin to do so?

Jerome F commentedAfter you've checked you changed your profiles settings as described in #1, You can go to the people page, then choose a user and edit it's account, on it's account edit page, the profiles forms are accessible with the tabs on the upper right. There's one tab (button if you prefer) for each proflie type. The forms are there and you can edit or provide a value.

justawayfarer commentedI know this is long closed, but I have a very simple solution for those puzzling over the ability for an administrator with profile2 to gain profile editing rights. Download and enable the Masquerade Module which allows you while working as an admin, to temporarily work as another user (for different but similar quandaries). I just tried it and it works great!
