For poll module 8.x-1.0-beta1 when we add new fields via manage fields ui provided by poll (admin/config/content/poll/fields/add-field) there seems no option to Re-use an existing field.

Fields can only be re-used on the same entity type. Poll is a separate entity type in Drupal 8 and there are are currently no bundles, so you can't re-use fields. It's the same for user.

Nothing we can do about, this is by-design.
