Bootstrap level

There's really no need for CPS to require a full drush bootstrap, and it makes it a pain to use on modules in a profile. It's easily fixable with:

    'bootstrap' => DRUSH_BOOTSTRAP_DRUSH,

However, the method for determining if hook_ctools_plugin_directory needs to be changed in that case. Should be easy to grep the module file though, and if you're doing funky stuff with not having the hook in the module file, you shouldn't be using -w anyway.
