Currently, there's no way to display plugin description (as specified in the plugin annotation) in the plugin selector (as far as I can see). It's probably not very useful in case of a drop-down, but short descriptions could work well with radio-buttons:

Would it be difficult to add this as a configurable option?

See #3197304: Provide form element and reuse that in field widget -- the MR there shows the description if radios are used for selecting the plugin.
