Hey,

I had to reinstall drupal in development due to a bad module enabling. when I did I tried to remigrate the phpbb's with 3.x-dev which had worked previously. Even with nothing in the database it registers that all migrations are complete, it won't rollback, and it won't force an update. I could use some help on this. If I try with 4.x-dev I get an error which is being addressed in another bug report and nothing imports at all.
