pgsql_fallback 2.0.0

This is the first release for this module. At the moment there is no testbot coverage. The by Drupal core supported PostgreSQL has not used the pg_trgm extension. The only difference between this database driver and the by core supported driver is the minimum required version. For the by core supported version is that version 10 and for this database driver that is version 9.6.

This is the 1.0.0 version. Because of problems with the existence of the 8.x-1.x branch, was it impossible to release a 1.0.0 version of this module. That is why the first release is tagged as version 2.0.0.
