Has this patch been pushed to the repository on the Drupal Git server? I'm still unable to see the changes there.

I'm new at this. Hence, do you know if changes pushed to the Drupal Git server are immediately available for fetches from the server, or is there some lag there (perhaps for the purpose of caching)?
