My party shows the 'user account' tab even though its hats do NOT grant it access!

Fixed.

Issue #1669744 by joachim: Fixed pieces menu items not using party_access().

Problem now lies at #1663370: party_hat_get_hat_data_sets() is broken: always returns all hats.
