The Respondjs library was removed from the Drupal.org Packaging Whitelist for licensing reasons:

Fortunately, RespondJS exists to support IE8 which is unsupported now. That said, this puts us in a difficult position as a distribution maintainer because sites that upgrade to the latest Panopoly may need to support IE8 and if we remove the library it'll just pull it out from under them. :-/

The best we can do is put a message in the release notes and release announcement, but I really don't know how many people actually read those.

In any case, to get the automated tests running (which we need to finish making today's security release), we're going to remove the RespondJS library (even if it's temporary).
