Sorry for late response, but i was busy with some other projects.

Bootstrap 3 release is pushed to the project repo and it's waiting to be published by drupal.org.

You can see the code @ 7.x-3.x branch.

it still alpha,setting the column sizes needs to be smarter than having four select lists, but it works good for now.

tested it and it works great basically.

see some problems, that layout it not updated if a new region is added and more.
I create issue's for it.
