Panelizer 5.x lists Layout Library and Core Context as dependencies, and complains on update if they are not installed, but does not install them.

Huh -- turns out we don't actually need this. It's already done in a post-update function, and it's even tested: panelizer_post_update_enable_layout_builder_dependencies(). Go figure. ;)
