Right now, tests do not pass on Drupal 9 because panelizer_quickedit and panelizer_test, both submodules of Panelizer, are not marked as compatible. See https://www.drupal.org/pift-ci-job/1585269. Let's fix this so we can at least get a clear picture about what work is needed to make this module Drupal 9 ready.

Okay, nice easy patch. I'm just confirming this doesn't break tests, but I'm pretty sure I will need to commit it before we can actually run the tests on Drupal 9.
