Missing dependencies when adding content to panelizer

When adding content to a panelizer, like a content block for example, you will not have that block as a dependency in the entity_view_display. This is a problem when you export panelizer and import in another environment, modules don't know that this block in particular is missing with \Drupal::configManager()->findMissingContentDependencies();
