I have created a custom layout in my theme directory. Then I registered it via THEME.layouts.yml:

two_columns_60fluid_40fixed:
  label: Two columns, left wider (60% to 100% fluid - 40% fixed)
  category: CSE Layouts
  template: templates/layouts/twocol-60fluid-40fixed
  css: templates/layouts/twocol-60fluid-40fixed/twocol-60fluid-40fixed.css
  icon: templates/layouts/twocol-60fluid-40fixed/twocol-60fluid-40fixed.png
  regions:
    main:
      label: Main content
    sidebar:
      label: Sidebar

All the attributes work except for the CSS. The path and file permissions have been confirmed.

This is by design - you must use a library instead of defining individual CSS attributes: https://www.drupal.org/docs/8/api/layout-api/how-to-register-layouts
