Can you please confirm the version of Drupal, CTools, Panels and Page Manager you're using? I haven't ran into this before so I'm curious if it's maybe a version compatibility problem.

Are you using a standard layout or a custom one?

Also, have you tried tracking it down to a specific plugin/block that causes the problem or does it even happen if the display has nothing in it?

Hi,

I just ran into a similar issue when I was updating Panels from 8.x-3.0-beta5 to 8.x-3.0-beta6 but with Page Manager not Panelizer.

Versions with the similar issue:

  • Core: 8.2.7
  • Panels: 8.x-3.0-beta6
  • Page Manager: 8.x-1.0-alpha24
  • Panelizer: 8.x-3.0-alpha3
  • CTools: 8.x-3.0-alpha27

The similar issue has been gone after updated all modules to those versions :

  • Core: 8.2.7
  • Panels: 8.x-3.0-beta6
  • Page Manager: 8.x-1.0-alpha24
  • Panelizer: 8.x-3.0-beta1
  • CTools: 8.x-3.0-beta

As soon as I can I will create an issue about this on Page Manager (since my problem was with Page Manager after all) to describe the issue I ran into and to trace correctly the possible version compatibility problem. As soon as it is done I will let you know.

I'm using a composer workflow, using the latest drupal release:
"drupal/core": "8.3.*",
"drupal/panelizer": "4.0.0-beta1"

I experienced the same thing. For me it's caused when embedding the entity view on the panel itself. Not sure though if that's actually behavior you'd want but maybe either remove the block from panels or make it not end up in an infinite loop.
