Problem/Motivation

I'm not sure if it is a bug or feature :), but when editing panelized page with IPE (let's say, you've added some blocks), those blocks are visible on other panelized pages until changes where saved, so it can be a little bit confusing for a user. However, whatever page you are in, when you press Save > Save as custom the changes goes to the correct page.

Proposed resolution

Make panelizer (or IPE?) editor context url-specific.

Closing this as another duplicate of #2682789: Unsaved layouts created by IPE are defaults until "Save as custom" is clicked and #2699085: Lock Panels IPE when a user has made TempStore changes. That issue has been fixed for a while.
