Panelizer field should only show the enabled view modes [#2803089]

When adding a Panelizer field to a content type to allow the user to select which layout to use, it shows selection drop-downs for every view mode regardless of which are enabled in the "Custom Display Settings". It should only show the layout selection for the view modes that are enabled. Or, add the ability to select which view modes will be shown in the configuration of the Panelizer field itself.

Hmm, actually it seems even worse. As shown in the screenshot, it doesn't even show the Teaser view mode, regardless of whether it is enabled and regardless of whether the Teaser is set to use panelizer.

Not only should it only show view modes that are enabled, it should only show view modes that are panelized. Doesn't make sense for the content editor to choose a different panelizer layout for a view mode that doesn't even use panelizer.

Yeah, to preserve D7 behavior it should be only the Panelized view modes.

However, the code in Panelizer HEAD for these select fields is incomplete and doesn't actually do anything (and in fact, it gives no options because there's only the one default). A short-term solution could be just removing that code since it's broken anyway?

A longer-term solution would be finishing #2664682: Implement admin UI for editing Panelizer defaults and then fixing this issue, so maybe we should just postpone this?
