It would be great to make this option available for each content type instead of for field settings.
Then you can use the same field for different content types and make end date optional for some of them, but mandatory for other content types.

This module follows the way the core implementation turns out (https://www.drupal.org/project/drupal/issues/2794481).
This way the module can simply be uninstalled when a site using it is updated to a Drupal version that has optional end date, and the site will continue to work exactly as before.
