Make all activities available in all modules in training

Problem/Motivation

In my training, I have 6 modules with 5 activities. When I start module 1 - 1 activity - the rest of them are locked (there is text). Is it possible to make them also available as links from the beginning? So user can choose which activities/answers want to go. Now users have to answer from beginning to end. I want to make the possibility that users can go for example from module 1 to module 3 - activate 3. I have modules as free navigation - but that doesn't allow me to skip an activity or go to another in the next module.
