Google Physical and Satellite maps do not have the same zoom limits as OSM maps.

At admin/structure/openlayers/layers you can clone the google layer you need (Google Maps Normal)

Here you can change 'NUMBER OF ZOOM LEVELS' to 20 to extend the zoom level

You can clone or create a new google map in the layers section and specify your zoom level there.
