In terms of using OG for chapters, there is a need for a public menu that only shows up as part of the group. However, a recent change that won't show the block in a closed group causes a problem. Chapters may be closed or invitation only, but they still need a public presence and menu interface. Maybe the answer is to add some group membership filters to the menus as well so a block could either be shown only to group members, or to the general public, or both if desired.

I'd accept a patch that included an checkbox under the group visibility settings fieldset to "hide this block from non group members" or something, rather than hard-coding this to show it on open/moderated groups and hiding it on invite-only/closed groups.
