Per DaveReid's analysis, the options to control which meta tags are added to the search index is not fully implemented in code and should be removed.

Patch for review that just removes the UI for the search index checkboxes and moves the 'Enabled meta tags' checkboxes to above the vertical tabs, as per our Drupal UX standards.
