Do you mean an option that would allow you to edit the description meta tag content for the form Drupal uses for communications between users, and between the user and the site staff?

search engines quickly index contact forms, I would like to increase the blah, blah, blah for it using meta desc

For that there is the MetaTags by Path project, which allows to assign meta tags to every Drupal pages.
