I have installed this module, but I can't find how or where to configure the settings.

I have two content types, an Academic Paper and a Review. The Review has a field that references one Academic paper. I want to allow [only] the author of that Paper to view the Review, but not edit it.

I have looked under Configuration, and in the content type that has the referenced field. I have installed and uninstalled half a dozen Access modules, that could be affecting something.

I don't believe there is a config UI. You would need to add a User Reference or Entity Reference field referencing users.

When I tried to enable this module and entityreference at the same time, this module didn't enable itself but instead printed an error about needing a user reference module. I had to enable this module after having entityreference enabled.

After doing that, create a user reference field on a content type. The settings will be in a "Node access user reference" fieldset on the edit page for that field.
