I've looked through a bunch of issues with taxonomy terms, but haven't found anything that explains the actual format and notation of referencing parent nodes. There are two different settings in the import (parents and hierarchy) and I can't understand the distinction between the two. In my import I've used a format as follows:

CODE	Description	Level	Parent
03000000-1	Agricultural, farming, fishing, forestry and related products	1	none
03100000-2	Agricultural and horticultural products	2	03000000-1
03110000-5	Crops, products of market gardening and horticulture	2	03000000-1
03111000-2	Seeds	3	03110000-5
03111100-3	Soya beans	3	03110000-5
03111200-4	Peanuts	3	03110000-5
03111300-5	Sunflower seeds	3	03110000-5
03111400-6	Cotton seeds	3	03110000-5
03111500-7	Sesame seeds	3	03110000-5
03111600-8	Mustard seeds	3	03110000-5
03111700-9	Vegetable seeds	3	03110000-5
03111800-0	Fruit seeds	3	03110000-5
03111900-1	Flower seeds	3	03110000-5
03112000-9	Unmanufactured tobacco	3	03110000-5
03113000-6	Plants used for sugar manufacturing	3	03110000-5
03113100-7	Sugar beet	3	03110000-5
03113200-8	Sugar cane	3	03110000-5
03114000-3	Straw and forage	3	03110000-5
03114100-4	Straw	3	03110000-5
03114200-5	Forage	3	03110000-5
03115000-0	Raw vegetable materials	3	03110000-5
03115100-1	Raw vegetable materials used in textile production	3	03110000-5
03115110-4	Cotton	4	03115100-1
03115120-7	Jute	4	03115100-1
03115130-0	Flax	4	03115100-1

Note this is tab-separated values to get round Excel fun-times. CODE = term title, Description = description, Level = priority, and Parent is Parent. I've no idea what hierarchy should be used for, as I've already defined the parent term in each case. Any guidance on this would be incredible helpful.

Incidentally, these are the European CPV codes for all public sector procurement - happy to share the prepared file with anyone who needs them on request. Also, I'm getting errors as per #383926 on import, but I'm not at all convinced I'll be doing it right even after I get the updated node import in place. Thanks!
