I have pushed the patch to 8.x-1.x. I tried to open Node Export/Import URL's but got access denied error. Please report in case we are missing anything or else I'll mark this one as fixed.

I have tested it. Being an anonymous user I tried to export a node, it show me: "Access denied, You are not authorized to access this page". It means permissions has been set and it is working fine. "RTBC".
