Would there be a way to make the header images hyperlinks... then take it further and associate different links with different images. Basically it would be rotating advertising banners.

My current plan is to convert the header image area into a region. By default, if there are no blocks in the region, the theme would place the rotating or static image there.

Associating specific links to images is something that should be handled by a module. By converting the image area to a region, you should be able to use existing advertisement modules to place a rotating linked image in the region, or any other arbitrary content.

I've referenced this issue as a rationale point for that task.
