If the bottom block area is empty, the dividing bar is still shown followed by a vertical space and then another dividing bar above the footer area. See attached screenshot.

This dividing bar should not be visible if the bottom block is empty.

A conditional block was placed around the HTML rendering for the region. This fix is in the latest CVS tree v1.6 of page.tpl.php
