Today I found out that when you have no themes enabled (so Drupal selects the standard theme), every menu item shows up empty!
This was with the Garland theme.
Re-enabling didn't work, except downloading and overwriting the Garland-dir... don't know exactly what broke it.

I am not able to reproduce this. Drupal will always automatically enable the default theme. When I uncheck all themes and Drupal uses Garland as the default, it works fine for me. Can you give the specific steps you take to produce this problem?
