Does this happen in all browsers? I don't have anything with flash set up in my test environment to troubleshoot this so we'll need more feedback from other people to track this down.

I've had this happen with flash controls before. It was actually a property of the flash movie that was causing problems.
Try wmode to 'transparent' in your flash embed.

dcasey commentedThis didn't correct the issue for me. Tried changing to each of the three wmode options.
The hover stays active until the flash moves (or has a screen refresh).
