Problem/Motivation

When the list of horizontal tabs is long and it does not fit in the monitor, we should scroll the whole page to see the rest of tabs.
The actual problem occurs when you click on a tab which is positioned near the bottom of the list.
"Module Filter" automatically scrolls up the page so that you can see the first module in the list.
but this features causes the opened tab to go down and disappear.

This is very annoying when you want to go through all tabs one by one.
In this scenario, when you open a tab and look at the modules, and then you want to go to next tab, you have to scroll down and look for the opened tab.
If there are plenty of tabs, this will eventually become a hassle.

Proposed resolution

Horizontal tabs list should scroll independently.
So that you should be able to look at the first module of the last tab, and at the same time you should see the opened tab.

i.e. When page scrolls "automatically", the list of horizontal tabs should not scroll automatically.

Remaining tasks

However the user should be able to scroll the page manually and scroll the tabs list easily.

I think that's a nice to have.

I actually have an issue where I can't scroll through "All" modules.

With D10 now out going to putting all the focus on the 4.x version of this
module supporting D9 + D10.

Will keep an on the 7.x-2.x branch for reviews but no active work will
probably happen
