Is there any reason that anyone can think of for this. I cannot select the module and enable it or jqueryui.

Modal Frame API depends on jquery_ui module, so you need to install that module first. Otherwise, you won't be able to enable Modal Frame API.

In order to enable jquery_ui module, you need to meet its own requirements. But support for that is out of the scope here. Please, read installation instructions of that module, or ask here:
