Enable language filter on specific menus

Problem/Motivation

As a site admin, I want to be able to select which menu is to be filtered by Current User's Language.
Currently, I can only either activate filtering on all or none of the site's menus.

Proposed resolution

Add configuration to activate filter by language for each existing menus.

Remaining tasks

• Extend existing admin form
• Rework the preprocess menu to take new configurations into account.
