The project main page states:

I've just installed 6.x-1.3 and can find no documentation on how to affect a menu export.

There is an "Import menu" tab at /admin/build/menu, but no sign of Export.

There are no drush commands defined in 6.x-1.3.

There is no indication in README.txt that this module will export menus.

Is it true? Does menu_import-6.x-1.3 actually export menus?

If so, how?

Yes, this module's version 6.x-1.3 does export menus. I don't understand how come you don't see "Export" tab on this page: admin/build/menu. I wasn't able to reproduce the issue you described and makes no sense to me.
