1) Do I need to install mailman first before I can use this module? I'm very confused about exactly what I need to get mailman going.

2) The readme for mailman-HEAD says, "See mlist.module for documentation" but I can't find the mlist.module. Is it called something else?

1) No.
You do need a mailman instance set up somewhere that you're going to manage via drupal.

2) I can't see any readme in HEAD for this module. are you referring to another module?
