Filter logs by channel and severity

Problem/Motivation

As Logger DB can now work without the Logger module, would be great to implement filtering logs by channel and severity, to allow storing only really required logs in the database.

This feature will allow using this module alongside other loggers, to give the ability to store in the database locally only specific logs that need to be accessible from Drupal, and store other logs in remote log scrapers.
