I need some suggestion on how I can accomplish a task similar to the Distance / Proximity filter.

I have a node that I am trying to add a view block to that will show all of the "service region nodes" that are created by users that wish to service the location of the original node.

It is almost the reverse of the proximity filter. I want to do this:

Calculate the distance between the base node and all of the "service region nodes" Each service region node has a service area distance field. If the distance is less then the service region node distance field then I want to include that service region node in the view.

Any help or guidance would be appreciated. I would also be willing to pay for advice.

After a lot of investigation I think the solution is to create a Node Php filter in view.

Does anyone have some sample php filters that I could use as a guide? Particularly so that call other functions like the location distance calculation?

you might also try here:

I guess you might already have!
Also, I think it would be pretty ok to look at similar issues, see who posted patches or made other wise comments, and use their contact link in their drupal.org profile to contact them. They might be interested, but not have seen this issue.
