In admin/user/settings, the User Locations box (fieldset) appears below the "Save Configuration" and "Reset To Defaults" buttons.

Please check to see if this is still a problem in the new release. If it is, reply with a new summary and set the status back to active. (I think I remember another issue that might have fixed this one...)

I remember seeing this bug at some point, but not anytime recently.
