just realized this when i went to edit a node and also create one - the new move to ajax fields for location rows (NICE!) - it's awesome, but sets 'allow' back to 'do not collect' on street, city, postal code etc...

in case you haven't noticed this, check your currently location enabled content types and simply reset them and resave and it's good to go....

Err, did you run update.php? It should take care of that...

Hmm, #337605: line 1083 error in dev... suggests that I have a bug in the update routine. Checking.

I ran update.php and still had the same issue...

I dont know if it is related, but also when editing a cck field of type location, I get a bunch of errors like:

# warning: array_merge() [function.array-merge]: Argument #2 is not an array in /home/lllofil/public_html/drupal/sites/all/modules/location/location.module on line 1517.

but I'll open a separate issue for that... http://drupal.org/node/338492

A copy of your variable table from right before the upgrade would be immensely helpful for tracking this down...
