Belgian provinces list is missing Brussels

The list is missing the Brussels-Capital Region. It's a common and highly comprehensible mistake since the Brussels-Capital Region is not a province, neither does it belong to one, nor does it contain any (see http://en.wikipedia.org/wiki/Provinces_of_Belgium#Absence_of_any_provinc...).

So, for addresses, the general consensus is to add "Brussels" or "Brussels-Capital Region" to the list of provinces.

Attached is a location.be.inc file with the trivial addition of "Brussels" as, AFAIK, most Belgian call it that way instead of the more formal "Brussels-Capital Region".
