Problem/Motivation

The French translation for 10.6.18 lacks many translations that where available until 10.6.17 (for example : "Log in" is not translated anymore). The 10.6.18 translation files weights about 122KB while the 10.6.17 weights 1796KB.

Steps to reproduce

Download the published po files and notice the weight/content difference

This keeps happening due to race conditions. I repurposed #2957022: Avoid race condition of packaging a release in the middle of its parsing process which was also a similar report but not yet closed to fix the race condition in the codebase once and for all :D Fingers crossed.
