Hello, there are a mistake in the info file: 'regions[Footer] = Footer' instead 'regions[footer_region] = Footer'.

Even with this change, blocks placed in the footer region won't show (see #595306: Footer won't show). Better to leave this region definition as-is and make the edit I suggested in the other issue.

hm very strange because i can't realy reproduce it.
i have made a patch he include more fixes and reorganized the code.
you can clear cache as first try admin/settings/performance
if you using the pach you should clear cache
