I ran into a bit of an obscure bug a few times now when I have views exposed filters in a block. Finally tracked the issue down to a double dash in the HTML comment on the very last line of your block.tpl.php:
</div><!-- ID block-<?php print $block->module .'-'. $block->delta; ?> CLASS <?php print $block_classes; ?> -->
The problem is, the block delta for the views exposed filter block starts with a hyphen (not really sure why views does it that way...) so you end up with two hyphens back to back. In my testing it appears that Firefox sees this double-hyphen as the end of the comment (also not sure why...), but then it hits the real end of the comment, which consequently messes up the rendering of the rest of the page, in very random and obvious ways. I believe this was not an issue in other browsers, if memory serves me correctly.
Personally I don't see the need for this comment to be here, but if you really do want to keep it then I'd suggest something like this quick and dirty fix to remove double-hyphens:
</div><!-- ID block-<?php print str_replace("--","-",$block->module .'-'. $block->delta); ?> CLASS <?php print $block_classes; ?> -->
Cheers,
Ryan

rhache commentedThanks,
I've gone ahead and removed the HTML comments from the node, comment and block templates. They not necessary.
Change is committed in 1.x and 2.x branches.
